Automated decision-making and implementing the requirements of new legislation

On 23 February 2023, the Finnish Parliament approved the Government proposal for general legislation on automated decision-making within public administration. The reform allows automated decision-making on administrative matters in so far as making a decision on the matter in question does not require individual consideration.

The law enters into force on 1 May 2023, but it includes an 18-month transition period. The transition period applies to such automated decision-making processes that have been in use before the law’s entry into force. The purpose of the transition regulation is to ensure that clients’ legal protection and good governance in terms of these decisions are also realised following the transition period.

Varma’s current automated decision-making complies as such with the new regulation, but during the transition period, we will introduce documentation on Varma’s current automated decision-making processes and implement the related informing requirements.

When Varma adopts new automated decision-making procedures after the law takes effect on 1 May 2023, the adoption decision, documentation and other measures required by the law will always be carried out in connection with the adoption. Any automated decision-making adopted after the law’s entry into force will be published on this website in accordance with the law.

Automated decision-making adopted before the law’s entry into force, and the required information, will be published on this website within the transition period.
