Compensation for expenses

During your vocational rehabilitation, you may accrue expenses from commuting, housing and your studies. You can apply for compensation for commuting and housing expenses related to a work trial, coaching or studies or for visits to our rehabilitation partner. The amounts of compensation for rehabilitation expenses are based on the Finnish Pension Alliance TELA’s recommendations, which are updated annually.

Applying for compensation for expenses

Apply for commuting and housing expenses compensation by filling in a commuting invoice in our online service. Compensation for studies can be claimed by filling in a notification of studies. You can find both the commuting invoice and notification of studies in our online service under Vocational rehabilitation.

The compensations will be deposited into your account within roughly two weeks of your application. Please note that compensation for rehabilitation expenses must be claimed within six months of when the expenses were incurred.

Compensation of commuting expenses

Compensation for commuting expenses is always claimed retroactively for each calendar month, for example January’s commuting is claimed in February. We pay compensation for your commuting expenses if the commute from your place of residence to the place of your work trial or studies is at least 10 kilometres. In the commuting invoice, give the distance based on the most direct route. When we process the commuting invoice, we may check the length of the commute online from publicly available route services.

The compensation for commuting expenses is EUR 0.14 per kilometre, up to a maximum of EUR 720 per month. The compensation does not necessarily cover all of the expenses resulting from commuting.

Please note that we do not pay compensation for commuting expenses if your work trial, job coaching or internship is paid. Commuting expenses resulting from a paid rehabilitation programme are normally tax deductible expenses.

More information on compensation of travel expenses

In the case of apprenticeships, commutes between the residence and school are always the responsibility of the apprenticeship office. We do not compensate any travel expenses for apprenticeships that have begun after 1 January 2024. For apprenticeships that have begun on 31 December 2023 or earlier, we will provide compensation for travel expenses between the residence and workplace.

We compensate commuting expenses for your visits to a rehabilitation partner according to public transport charges. If it is not possible to use public transport due to a lack of transport connections or an illness, we pay a per-kilometre allowance of EUR 0.14 per kilometre. We compensate expenses retroactively each month based on your commuting invoice.

Compensation of study costs

Once your studies begin, fill in a notification of studies in our online service under Vocational rehabilitation. You can submit the form at the earliest on the day your studies begin. Going forward, fill in the notification of studies in January and August when a new term begins.

You are entitled to compensation for studies if you study with the help of vocational rehabilitation and your studies last at least two months each term. The study compensation is EUR 300 per term and we pay it when you have filled in a notification of studies. The study compensation must be claimed within six months of the start of the term. In the case of a partial degree or qualification of less than one year, a EUR 300 lump sum will be paid as study compensation.

You can use the study compensation to pay for costs arising from studying, such as textbooks, other study equipment (e.g. a computer), any health care fees and study trips. If your studies involve other study fees, let Varma know so that we can process their compensation separately.

Compensation of housing expenses

Always discuss with your rehabilitation specialist if you need to live in a different town or city due to your vocational rehabilitation.

If you have expenses from your flats in both your home municipality and your work trial or study municipality, you can receive compensation for housing and travel between the municipalities. We will provide compensation for housing expenses arising from an additional flat and the commute between the rehabilitation municipality and your home municipality, if the distance between the municipalities is at least 70 kilometres.

We compensate expenses resulting from living in the study or work trial municipality during the active rehabilitation programme period, if you also accrue housing expenses in your home municipality simultaneously. You will receive compensation of no more than EUR 24 per day and no more than EUR 720 per month (2024). If the housing expenses are lower, we will provide compensation based on the actual expenses.

Apply for compensation for housing expenses by filling in a commuting invoice in the online service. When you claim compensation for housing expenses in another municipality for the first time, send a copy of your rental agreement and rent receipt. When you claim compensation for rental expenses from then on, send a commuting invoice every three months and a copy of the previous month’s rent receipt.

If you have housing expenses in two municipalities during your rehabilitation programme, we will also compensate you for the commutes between the rehabilitation municipality and home municipality but for no more than four return journeys per month. We will provide compensation for return journeys each month retroactively. The amount of commuting compensation is EUR 0.14/km (in 2024). A maximum amount of EUR 360/month is paid as commuting compensation.

If you only need temporary accommodation in a different municipality due to the rehabilitation programme, discuss this with your rehabilitation specialist first. No more than EUR 120 per day and no more than EUR 720 per month will be provided as compensation for any temporary accommodation expenses.

Expenses resulting from temporary accommodation must be applied retrospectively by sending us the commuting invoice and a receipt for the temporary accommodation. We do not provide compensation for service, cleaning or food expenses.
